Primary Health Care

Due care was given to quality in the middle of eighties when three national health programs namely Expanded Program on Immunization (EPI), Diarrheal Diseases Control (DDC) and Acute Respiratory Infection control (ARI) adapted and adopted the WHO standards for quality service and training. At the same time, the MOH in collaboration with UNICEF, have developed and revised a series of booklets on “practical guidelines” for number of PHC programs, such as EPI, DDC, ARI, and breast-feeding. These guidelines included medical and preventive care aspects; basic equipment and supplies; and programmed management and evaluation.

Institutionalization of quality at MOHP

To achieve the objectives the MOHP launched a major initiative to develop a quality improvement program. Accordingly in 1998, a General Directorate of Quality (GDQ) has been established in the organogram of MOHP and thus a new era of healthcare quality started in Egypt .

Hospital Services

We can assume that the first initiative to improve quality in hospital services in Egypt was done in eighties by Health Insurance Organization. Different manuals and clinical guidelines were developed to improve clinical performance and hospital information system for educational and cost control purposes. Early in the nineties, baby friendly hospital standards have been adopted by MOHP in collaboration with UNICEF to promote breast-feeding in Egypt. The program started in ten hospitals then extended to many hospitals including university hospitals. .

Training and Education in the Field of Healthcare Quality

The mentioned efforts were accompanied by conduction of many training courses and workshops on quality especially through the national programs and the GDQ. The MOH organized two workshops on awareness and coaching QA within micronutrient initiative in the year 1993/94. A workshop in quality improvement and management was held by MOHP, and was facilitated by a WHO consultant.

Introducing the 5S-KAIZEN-TQM approaches

The pre-pilot  project that introduced QI approach and experience from (5S-KAIZEN-TQM) at 4 hospitals (Nasser in Qalubia, Amreya in Alexandria, Al-Zohor in Port-Said and Tanta HIO,)2016-2017 succeeded to become centers of excellence with Knowledgeable, experienced health workers and standardized implementation specially Tanta hospital .ESQua added 2 hospitals(Edko and Rashed in El-Behera)

New Health Policy and Strategy

Amended Egyptian Constitution in January, 2014 Article (18) mentions Quality Health Care as an important agenda and states at least 3% of GDP will be spent in health sector. Also, Egypt government developed the white paper for health 2030 as a road map formulation of new health policy and strategy which includes strengthening activities for UHC, increasing coverage of health insurance and improving quality of health services.
